One of a person for this study on the effects of strong magnetic field on hydrocarbon fuels had been patented by Sakuma, Tetsuo C/o Shinfuji Kogyo K. K. (7-6, 3-chome, Tenma, Kita-ku, Osaka-Shi, Osaka-fu, Japan) and this is not the only expert who has done research.
His research shows that a normal passanger car, (the car used was a Colona 1500 cc, 1984 type, available from Toyota) that travelled from point A to point B which is 200km away without the fuel saver magnetic for 7 days and the same car with the same terrain and distance with the fuel saver magnetic for 7 days. The report shows significant 13% fuel reduction and what surprised them was the concentration of CO 2 , O 2 , CO from the exhaust also decreased. They tested this technology with many other models such as the Terrester of Ford (2000cc, 1984) and Isuzu (1986, 4 tonne truck).
See and notice what test results Dr. Klaus J. Kronenberg, Claremont, CA has to say about magnetic effect on hydrocarbon.

This is a glass slide picture captured by a microscope from the residue of an exhaust pipe without the fuel saver magnetic.
The white spots are the remains of a solid particle from the exhaust which bounced off the glass slide. It proves that the hydrocarbon was not optimized in combustion and thus producing more soot and carbon monoxide.

This is a glass slide picture captured by a microscope from the residue of an exhaust pipe with the fuel saver magnetic. Notice the huge difference in the residue produced! He concluded in this study that large molecular clutters resist combustion slightly more than smaller orientated hydrocarbon! Which one yours?
